Why do villains always seem to win?

This is the sad history of the reality. It seems that villains always end up winning. Even though is not an official victory, they win in the subconscious of our minds.  Let’s see Hitler. He won the WWII. Not according to the allies but everyone remembers the Holocaust and get scared of something similar happening again. Therefore, they won over our emotions.
Nowadays, ISIS is the Hitler of 2015. Everyone seems to be fearful and scared of the current circumstances that they can’t even stop thinking about it. But was the attack of ISIS through bombs or mental control?
